Default Fan cooling questions

i noticed some guys install a fan or 2 in their cars.blowing the motor.
My question is:Is there any difference that can really be felt in terms of performance?The motor itself is already spinning at 20-40K rpms.that should generate much more air movement than a fan right?
OR is this just another way to extract the last drop of juice?If yes then is this worth the extra weight?

when a car has finished a run and it is in the pit area it is worthwhile having a fan to cool it down as invariably the motor gets hot and the bearings and things tend to expand.

while the car is running there is no advantage in having a fan on board as the cooling generated is minimal compared to the airflow created by the car travelling forwards.
