Assuming, you are talking about the Novak brushless system. What kind of novak ESC and novak motor?

First things first, I'm almost positive that Novak never made a "tc3". Did you mean the Tc2?

Second try this, reset the control. Make sure all wires are plugged in the right direction and are in the correct spots. Make sure you follow the insturctions on how to reset it. I believe that if you hold the reset button, hold it in, give it throttle, release it, it should flash green or turn a solid green. Then after that push up for brake and it should either flash. Release it and it goes to solid red. I believe that is how it is suppost to reset. But for sure, check your connectors going into your receiver. Leave the servo one alone and double check the throttle one. It's receiving the commend, but something isn't going well with the speed control. I would recommend consulting the manuel and double checking that first. If I think of something else, I will defintly post it here for you. Good luck with that.

Sounds like maybe a hung brush. Take the shunt and let the brush snap on the comm. A good cleaning probably couldn't hurt either.

My Cyclone did the same thing. I tried everything then contacted Novak. They told me to buy a new speed control, they no longer work on them.
