Resistor question

If i needed 110 Ohms of resistance can I just solder together a 100 Ohm and a 10 Ohm resistor together?

Yes, if you solder them in series.

2nd question:

If I have a 9v battery and have 2 parallel circuits feeding 2 LEDs on each line, can I just apply ohms law to each of those two circuits as if it were a series?

The total resistance of two resistors in parallel is equal to the product of the two resistors divided by the sum of the two resistors.

(R1*R2) / (R1+R2) = Resistance Total
