General Rule of Thumb:
Soft - Rough and Bumpy track surface with minimum traction. It will let the tire roll over a little more and it won't catch the ruts. It won't be very fast in the corners because the tire will fold over and make your car tend to slide or push wide.
Medium - All purpose. Pretty much you can run a medium foam and it will always be OK. Corner speed is OK and traction is usually pretty good.
Hard - Smooth, the foam won't let the tire fold over and it will maintain shape better. This gives it maximum corner speed, but will sacrifice some traction unless you are running a really high bite track. If it is bumpy, a harder insert won't absorb bumps very well.
