Default Dumb question about Proline wheels and tires

Ok, I purchased my first set of proline wheels and tires. They didn't have premounted, so, I bought them seperate. The tire came with the blue foam and a seperate smaller foam. I'm not sure if the smaller foam needs to be used. I can't seem to see where it would fit. Is the second smaller grey foam used? They are shortcourse wheels and tires. Thanks for your help

You don't need to use the smaller foam...

The smaller foam is used when mounting to Traxxas Slash rims or wheels.
