Ceramic bearings do provide a slight speed enhancement.
I've noticed a 1-2 mph difference that's really all I noticed.
So yeah not enough to matter much as you wont notice it at first.
Yeah your car will be 20 times smoother and you dont have to oil
the ceramic bearings so it's less maintence. But yeah they are expensive.
A smoother car is not neccessarly a faster car, you still have to drive it.

I have them in my 501x because I didnt want the metal sheilded bearings
the car came with in it. Metal sheilded I heard is for on-road and loose
dirt offroad. Although Rubber sheilded is the best of both worlds,
and the rubber sheilded is currently in all kits today.
