Default Suspension Preload/Stiffness

Does adding preload spacers/lowering the threads on your shocks affect how stiff the suspension is? We know it does not affect spring rate, but what about stiffness?

Spring rate = stiffness, so no it doesn't affect it.

Just impacts ride height.
