What would cause a peak lipo to only charge under 1 amp on 3 different chargers?

What voltage is it showing as it's charging?
All the lipo chargers I've seen drop the charge rate lower the closer to full charge the battery gets.

My Ice changes from the 3.20 at a specific point the charger sounds a tone begins to go lower and lower until the pack is done. This is the CC CV process that Lipos need for proper charging. One is constant current the other constant voltage.

Yep, sounds like your lipo is almost fully charged.
Run it down and the amps should go right back up on the charger til it's peaked again.

my chargers go as low as 0.11amps to fully load my lipo's. (Carbon 3200, TrakPower)
