Integy Indi 16x9
 

When I plug my recently purchased 16x9 (from ebay) into either an ac or a dc source the dot matrix display gives the error message:

INPUT VOLTAGE
Error 16.663V

i have tried pressing any and all of the setup buttons and this continues showing up and beeping, the charger isn't hooked up to a battery pack when this occurs.

when i took the cover off the charger, i noticed the power supply inside had the corners broke off, and the previous owner put washers in to hold everything (in the corners where the screws mount the power supply), assuming it worked before he shipped it, im not sure what it is, but i wonder if replacing the metal washers with nylon washers would work...
