Flush would mean the same level in regards to say the carb settings. Most carb's lsn (low speed neddle) or hsn (high speed neddle) are flush with something ie: flush with the housing they are in _-_ not flush or ___ is flush.

in that case does it mean the factory default setting for lsn and hsn will be at flush?

it depends, carbs are different from manufacture to manufacture. Like my picco 27, the lsn is 8 turns out and on my os 18tm the lsn is flush with the housing.
