Default pulling out the carbs rotary valve

how do i pull out the rotary valve in the carb the screw on the end of it which hold the bolt broke off so now i am in conflict trying to get the rotary valve out of the engine ( t-15 engine)

Usually if you take the idle screw all the way out the barrel of the carb will pull out.
