Default tuning advice needed

.21 engine tuning advice needed here i have the all mighty x-ray xb8 but have one thing to concer and it is my SH 2004 XB .21 ENGINE.
i cant get it to run for a full tank or more like youd expect a nitro to do when i get to about 1/2 tank of gas it bogs (makes that bog struggle sound) and then wont let me open the throttle up any more i cant tune this engine and cant understand why it wont just keep running ,oh and by the way i have a temp guage and it says its around the 300 degrees celcius mark when i drive it hard and even higher when i run it on the straight a few times but the damn thing gets alot of fuel in the fuel filter (that should mean it's too rich shouldnt it).
any way i checked the fuel tank and lines and they are all air tight any one know where i can take this engine to be looked at professionally i am in Australia so i need somewhere locally, all my local hobby shops dont do repairs or inspections they all say it needs to be sent to manufacturer or somewhere that does repairs
any advice here is much welcomed and appreciated thanks regards Aaron.
