You can also leave a positive feedback on his feedback rating which is usually easier for others to recognize.
You might also want to get your PayPal issues resolved as it will offer you certain safties as a buyer as well

Good question
Click on the trader rating of the person you want to leave feedback for. On the left hand side there is a button labeled "submit feedback for xxxxxxx"
Then fill out and submit
Pretty much as easy as that. It will also notify the other person so they can leave feedback in response as well for you. Get you off that 0!
