just noticed an odd thing where getting in payments for Goods its right away prompting to transfer balance or get some sort of fee? Talking with Paypal it sounds like to get the accounts to work like they used to where you can have a payment just be accepted and go to your paypal balance now you need this card?

Anyone else notice this? With not wanting this, you end up transferring to your bank to not get some 1% additional fee but then if the buyer pays in an incorrect way (I guess you can now send a payment that isn't personal that doens't have an address required) then things get stuck in transferring around.
