Hi people I have a spektrum dx3 I am having problems with the controller wheel being to sensitive for me and I dont wont to crash people can it be adjusted.

Just below and forward of the wheel center is a small hole. Inside that hole is an adjuster screw that can be tightened in order to stiffen the steering. A 3-4mm wide jeweller's screwdriver is probably best used.

Or he has his steering rate set way too high. I have my steering % set at 55-70% depending on track conditions etc

I had the same problem with my DX3. I changed the wheel to a Eagle Racing one using the airtronics adapter. This gave the radio a bit more throw and a smaller diameter foam which has improved the feel considerably.
