Ive run the Turnigy 17.5, not blazing fast but respectable. Value wise it was a great motor for the price.

Yes, class rules wise you can run this motor however, if your going to run the 17.5 SCT class your going to want a higher end motor. Those are heavy trucks for a 17.5 and will be pretty slow and get pretty hot without one of the higher end motors. This is just my opinion
