Bay Area Off Road?
Is there anything other than Delta RC within a reasonable drive for off-road practice and racing?

well, where is it, mystery man!? I don't mind driving for a bit... 
So far I am aware of the following off-road tracks/areas:
Delta RC - Antioch
Capital City RC Center - Sacramento?
Berkeley Marina Entrance - Berkeley, the guys who hang out at Boss Robot in Berkeley bash around there.
Some other semi-private track in the Sacramento area?
