Had my 4x4 out Saturday for some fun. Got a JConcepts Bajr body on it so the snow doesn't get caked in the fenders! Lots of fun. I especially enjoyed drifting on the street. Two inches of snow was just perfect. Then I put the monster tires on it and ran a few more packs.

With a 2650kv motor, he'd be better off with a 3S lipo assuming he's racing.

I race in PA as well. 3S with a 2650kv is much more controlled as compared to a 4S. On a 2200kv motor, 4S is good. For 8th scale, 30C + C rating is ideal.

Go with the RC8BE kit rather than the standard RC8E. It's a nice buggy. Durable and race worthy. The driver is the ultimate deciding factor.
