Default Building a new track

Does anybody on the board own / run a track? I have always been curious as to how to build a new track, who do you pull permits from? With Socal closing I am going to be limited to running electric at pegasus basically, so I just was curious as to how hard it was to build something like this.

I'm opening one right now,

Building permit from city hall, which will need various things, such as zoning approval.
fire marshal permit
electrical permit

you'll need your federal and state tax ID #'s
you'll need to register your business name with the state

I'm sure there are other things i'm forgetting.
