Default motor problems

I have a 9t revolution motor that seems to have lost its performance this is its numbers right now at 5v:
max power 130.71@16564
max rpm [email protected] sec
torque 1349gm/cm
max efficiency 48.5%@25185rpm
What can I do to make it better or you think this numbers are ok for a 9tx2

I'm assuming this is on a Fantom Dyno? Is the motor fresh? New brushes? What springs? What brushes? Setup details............ hehe.
