Default Drive ratio

Hello!
We are racing 17.5T Blinky with max 4.0 drive ratio in our local hobbyarenas. Are cars like Xray with an internal ratio of 1.9 allowed to set their drive ratios to 3.9..., or do they also have to find a spur/pinion combo that would get close and/or over 4.0? I understand, that the difference is small, but over the 5 min race the difference is noticeable.

It's a limit. You can't run 3.9.

Right, when someone imposes a gearing limit, it should be that number or numerically higher, never below it.
