gearing question

I have a 2-speed with 17T/20T pinions and 46T/49T spur gears. What would give me better acceleration, bigger pinions and smaller spurs or smaller pinions and bigger spurs? Thanks for your help!

Sorry, just to clarify, it is a 2-speed with 17T/49T 1st gear, and 20T/46T 2nd gear.

Smaller pinions and bigger spurs. The pinions make the bigest diference.
