i pluged my 3s 1800 maxamp for the 1 16 e revo battery into my accucell 6 charger and it says there is a cell voltage error

Make sure the settings on the charger are appropriate for the type of pack being used. If a 11.1v pack is plugged into a 7.4v setting that's the exact error that will come up.

Definitely not the pack I'd say.
Also, on that charger, make sure you're not on balance mode without the balancer plugged in and vice versa. It will read "connection break"

and on the lipo there is a 4s lipo connecter but on a 3s lipo is that a problem

The problem is you have a Hyperion 3S tap when you should have an Align Style tap on the pack for that charger. I PM'd you a link to the conversion plugs on our website.
