Spoiler effect or more downforce.

more distance (forward) from bumper = more downforce at front section of the car = more steering at high speed.

Ditto with rear wing or rear spoiler.

If distance between bumper and body is shorter, would there be less downforce on front, thus more steering at low speed ?

generally, less front downforce=less steering

there's no fixed distance between the bumper and body, you'll have to try to yr liking as all cars are setup differently and are driven differently by different drivers. some like it forward while others don't.
