what does a long header do vs a short header?

It increases the tuned length of the exhaust system. The longer the tuned length the more the system is biased for low end torque.

It's a little more than that, but in general Slider is correct.

The header length affects & scavanging - the process of purging the spent gasses from the combustion chamber and drawing in the fresh charge - and engine temp . The header length needs to be matched to the engine's transfer and boost port timing and the RPM range in which you want the scavanging to occure.

If you ignor your engine's timing numbers & rpm... changing headers won't do much.
