I think that the Havoc 3S is legal if run on 2S.

Another great night at Lou's Speedway in SCAR 25.5. More people are building cars. The fastest growing class both on Oval and Road Course. People are having Fun

Spec Canadian Auto Racing...200mm pan cars, Novak 25.5 & havoc esc, Orion 2400 lipo, CRC or Jaco wgt spec tires, HPI 4 passenger GT body. You won't find closer, more fun racing anywhere.

The SCAR spec class just seems so cool. I would love to set something up like that here.

Official 2010 SCAR (Spec Canadian Auto Racing) / World GT Challenge Classes Updated March 4th 2010

Two Classes - a minimum of 5 entries in SCAR and SCAR 25.5 required to run as two classes.

1/ SCAR / World GT CHALLENGE
a/ CHASSIS - 200MM Pan Car Chassis

Most drivers who ran the 17.5 class are now switching to 25.5. There are a lot of drivers coming back to the class to run the 25.5 as well.

The Novak 25.5 / Havoc 2S Sport Combos are flying out the door as more and more people are Building SCAR 25.5 Race Cars.

Tonight we ran a SCAR War 125 Lap Oval Race. The Quickest Lap was 4.4 Seconds. It took just over 9 Minutes. I won with a Best Lap of 4.5 and my 125th Lap was 4.7. The Orion 2400 2 Cell Lipo took 1465 Mah to recharge. I was running a rollout of 80 MMPR. Motor Temp - 120 Degrees.

Spec Club Racing - for the Fun of it. Try it, you'll like it

Novak Speed Control Spec Chaart

The main difference between the Havoc 2S (XBR, Havoc 3S) and the Havoc Pro (GTBs, SLYDR) is the number of MOSFETs used in the design: the Havoc Pros have more FETs than the Havoc 2S, thus feature lower on resistance and a lower motor limit (3.5T for the Havoc Pro vs 8.5T for the Havoc 2S). See Chart.

When using either esc with a 25.5 turn motor (high wind and very low Kv), the performance difference between the two escs will be small.
