You can't put $$ amount, size limits or capacity limits without considering everything else that is part of the equation.
OP and his colleagues wants to be competitive but can't afford it. Affordability is simply not the objective of ROAR (talking about ROAR because these are the only rules I am so-so familiar with).

The RCGT Showdown Series (www.rcgtshowdown.com) races for 7 mins with a 5200mah limit on batteries.

Radio Control governing body should regulate or control : weight minimum, trackwidth, chassis type, body shell, stock motor's rpm ( note : modified class should get no motor restrictions, otherwise it's not modified motor ), tires type, tires width, what aerodynamic aids allowed, race length and rules, battery safety, and lastly grouping racers by lap times and lap counts.
Let alone batteries, esc, motor and car manufactures.

Manufacturers should be responsible for manufacturing safe batteries. Anybody else claiming that their batteries are safe is asking for legal troubles. But I think you have a flier with every battery with legal statemtns just like the one on cigarettes: "Use on your own risk". Please do yourself a favor and do not go by what anybody else say about packs and if in any doubts consult your lawyer and ask who is accountable if you burn down a local track facility and connected stores for example or cause injuries to somebody else.

Being competitive requires drivers to be grouped by skill level. ROAR rules just don't do that. Racers would need to be seperated by Amateur, Expert, and Professional.
Cost control of competing can be done with price limits and the age of the technology. Manufacturers will not produce out-dated technology forever and racers want new technology, so cost-controlled racing would need to be done with price limits.
Set price limits on amateur class equipment and there you go.

stock classes should be 9 mins or longer. with a 5200mah limit on capacity. or make it long enough to remove any advantages Type A esc has over Type B esc.
dont tell me about "prolonged" race days. on-road numbers are constantly dwindling anyways.

Some good ideas there but why not limit motors to for example 150W for amateur class?
That way you can buy your ESC and battery once and as you progress all you need to do is to swap a motor. You can use the latest ESC and packs so it would not be in the way of progress or speed as everybody is so afraid of loosing. With such limit on the motor you can use any battery, dosn't even need to go through the painful process of approval. It would actually open a gate to new technologies that are halted for now and fix this: The problem is solved!
