to prevent the battery pack from sliding even if the the chassis has slots for the batts or if the battery clamp is tight enough, a heavy crash may dislodge the battery. a fake cell helps prevent this.

i use the PVC, i had about 2 feet of it in the garage, cut it up, dyed the pieces blue and red then sold them for $2 each at the track
