Acetone or Lacquer thinner will get most paints off. Some springs are powder coated. Those you should leave alone. I have seen guys burn power coating off but the heat may negatively effect the springs.
Even taking the paint off will effect the springs harmonics. If you have painted springs you like I suggest leaving them alone.

I've never done it, but I imagine a fine steel wool,a dremel,and wheel or mag polish would yield good results.

Heat cycling the springs above a certain temperature will change the spring characteristics, as Adrian said. That is fine if that is your intention. Just the act of removing the coatings from the springs will change the spring, this is one of the reasons that Speed Merchant went to non-colored side springs. The new side springs are so much more consistent than the old colored springs were.
