Guys whats the difference between the Standard and the Speed Gears?
Are the Speed Gears TCS Legal?

Not TCS legal at all, and if you are caught with them you will be disqualified

As far as what it gains you, not a lot. It depends more on the driver and his setup of the car.

Speed-tuned gears are also exceptionally poor quality and very often the numerical gain in gearing is offset by the poor mesh causing extra drag.

+1. The commonly available speed gears are generally not terribly round, but they are made of soft cheese, quite likely Boursin or Havarti, should you need a snack.
