Default setting rebound

hey all
Spent all christmas day building my new Nt1
All went together well (except for the shocks)
i got rid of every bublle in the shocks it was working fine couldnt feel or hear any so i decided to set the rebound and done exactly what the book said Went UP and Down 15 times
then when i had finished they felt horrible towards the top of the shock you could easily hear and feel the bubbles as you moved the shock shaft up and down
is this normal OR have i done somthing wrong
