here's the shell I ran today, it got a few looks, something different from the usual white front with flames etc...
not bad for a spray can job, you can't quite see the blue/silver marble effect, almost looks like water.

awol.. is that the R2.. here's my wild guess.. i didnt read the entire last few pages of the post.
if your not gonna run the gear case.. then you need to buy the short steering posts... if not.. you'll have that gap. so you either shim everything to match the height of the steering posts.. or dont shim, but buy the shorter steering posts.

I say it's the plastic holders.

AWOLSoldier,
Even if you use the plastic shaft holder that shouldn't happen...unless the plastic shaft holder is tweaked, or the upper deck is bent to began with. Try switching the alloy shaft holder to the front and see what happens. You can try the other plastic shaft holder and see if it does the same thing.
Also, you might want to also check to see if your upper deck is flat to began with. Lastly, if you're using different screws than what came with the kit, you might want to also check if the screws for the upper link that's on the underside of the upper deck sits perfectly flat in the countersunk (and not sticking out) because that can catch the bulkhead and raise it like it is doing in your picture.
