is the chassis 06 720 the same one the new car???

Technically yes. The only difference from the original 720 to the 720 '07 is that the chassis on the '07 is anodised black.
From this link: http://www.serpent.com/product/803005 you will find the description of the Serpent 720 '07.
And here's a copy of the description of the chassis. I underlined the part where it mentioned the black anodise:
"Chassis Plate
To ensure rigidity throughout the car we have supplied the 720 with a 4mm chassis plate as standard. Made from high-grade aluminum, this chassis plate features countersunk screw holes along the bottom to ensure that no screws come in contact with the ground. The chassis also features chamfered edges to give greater clearance when going over curbs or when running low to the ground and just for looks we have anodised the chassis black.
To keep the center-of-gravity as low and as centralised as possible, the chassis also houses the car's battery pack."

Does the shoe push out to the bell? Also is the flywheel really tight on the crankshaft? Those are the 2 key things. If they are both good and it should engage. Maybe spring is also too tight.

Did you, by accident put the clutch shoe plate #802504 the other way around?....
I've seen this happen before....

- new 'black' chassis plate to use the brass weight in the front.
- brass weight
- radio plate support aluminium
- engine monoblock
- new steering blocks (0° and 1°)
... and all parts from the '07 kit.
