I got the 4" tape here:

When screwing the soft corners onto the main rails (which are filled with 2x2 and 1x2 wood), we were able to attach them in such a way that they skim right over the surface of the carpet, and yet always return to the same exact position after a car hits them! They work perfectly. The local racers at this track really enjoy this little track a friend and I made for them.

I believe the lane dividers are known as "Polymere" and are available from most any fence company that sells that that type of fencing.

A really good material for the soft corners is High Density Polyethylene (HDPE) also known as "Puckboard". A sheet of 3/8 or 1/4 inch thick is flexible enough to make a loop with, yet it is extremely tough. You can cut it with wood tools. Do a Google search for HDPE and you should be able to find a distributor not to far from you. A 4X8 sheet is not that expensive.
