Forget the paper and do it by feel, mesh them together, tighten off one screw, turn the spur checking for any tight spots, if you find a tight spot, unscrew and remesh with a little more gap, rinse and repeat until you get a mesh that moves freely without any obvious tight or loose spots, its a feel thing.
