It's perfectly normal, and if anything what you need... the pulley wobbling means that it's not touching the diff plates, with decreasing drag in the diff action.
You only want the balls to touch the plate, and the pulley to touch the balls. If the plates and pulleys touch, then the action becomes less free. Something that a lot of the TRF guys do is to remove the little "pucks" on the pulleys (have a look at a diff pulley, you'll see some raised section between the holes), which helps to free the diff up even more.
