Yes thats ripped right across.
I wouldn't try and fix the inner, get an inner foam off someone who will give you a wornout tyre.
take a very sharp knife and cut the innerside of the tyre were its superglued to the rim, then put in the foam inner and re-glue the tyre back to the rim.
one of the experienced local racers might help you out if your not sure how to do it.
