If I had to guess what they are trying to do put as much weight as possible in the very center (lower moment of inertia) and bias the weight towards the rear.

It's a very unusual design, yes.
If Tamiya have done their homework and it's been well tested (I see no reason why they would not test the chassis!) then I guess ugly and results can be used in the same sentance...
You cant re-invent the wheel, but I guess you can make it look different
