It depends what the car actually needs to do on the track.
Adding weight to the rear generally makes the car steer, or rotate more, actually, as the weight increases the "pendulum" effect as the car corners. It will be more stable as far as going in a straight line, with more weight on the rear tires.
More weight on the nose will make the car less twitchy, and feel more stable, but it will have more steering overall. It's like putting a case of water in the front of a shopping cart- it's hard to start turning, but the inertia keeps it going.
