Its most likely locked. I have broken in a few for the lhs and they are pretty hard the 1st 2 tanks, especially the 1st one.
If its locked, use a flat head driver against the flywheel and pry it loose, then loosen the glow plug and try rolling it over. After it starts up, tighten the glow plug. You may have to repeat this step a few times. Its a pain, but its a pretty cool ride.
