Hey now, the guy I got mine from said it only had one and a half gallons on it!!!

Regardless, clean it up, get the gunk off the piston & button, put a new rod and bearings in it (which you should do on any used motor you buy period), and run the dang thing. OS engines are known for losing pinch quickly, then running awesome on the compression that remains. If it's just too low on power, have it pinched, then run it.

Chances are, if it's that black inside, it was run way rich most of the time, which may not be ideal, but it'll do less harm overall than running it way lean all the time.
