I helped a buddy do this at the SIC in Alabama last year. We took a drill bit and drilled through the head of the bolt, when the head of the bolt breaks off, the head will come off over the threaded part of the bolt. Then you can use a pair of pliers to remove the threaded part. I have done this numerous times and it always works, just take your time, you may want to start with a smaller size bit, then increase the size to completely remove the caphead.

Thanks for the drill bit idea. I put a bit in the drill press and it drilled the head of the cap head screw right off. Worked perfectly!
