The block should only be used if you are running an inline fuel filter or an excessive amount of fuel tubing. Out of the box(stock length fuel line) you don't need the block to be legal in either buggy or truggy. If you're running with the block in and no extra line or filters, you are running under capacity. Even with the block out I am usually a bit under maximum(probably because I shortened the line a bit)
