Before polishing the kingpins, I would look at the balls, see if they have a burr or a rasied edge on them that is binding up the pins, it is very easy to damage the balls putting them in or to have some mold flashing there, the ball also needs to pivot freely both in the upper and lower arms, the kingpins are pretty smooth as is, polishing them will help a little, check the balls first.
