I'll try to compare it to real cars. Most sports cars try to have good torsional stiffness. But that has bad effects on your grip in corners. Is this making the car to go slower through corners?
I've added some notes in my post. If you want a more detailed explanation, try the Xray link MaxSp97 posted. This is an excellent, comprehensive guide and will answer most of your questions in detail. And most of the adjustments are very similar to the F104.

Setup is about getting a good compromise so you can drive the car to do the best laps possible. So you are partly right in that a stiff car does have less traction in general but if it is too soft, you can also wash off corner speed and be difficult to drive.
