Look down the carb neck & see if the low speed needle is bent causing the throttle slide to feel closed when its not.That needle should go about 3 mm into the hole on the opposite side of the carb.
Did you take any screws out of the carb? like high end,low end needles or idle screw or is the carb clamp bolts sitting in its hole propperly?
