I have a old kyosho 1/8 scale rally car . although I can technically go offroad its not very good at it. it just doesnt have the suspension travel for a very smooth ride. These rally cars are more onroad cars for that reason . if you plan on driving it in parking lots and around a baseball infield its fine, but true offroad will require something else.most rally cars are buggy based. the modern day rc rally cars are now considered gt class street cars ( ofna dm1,kyosho inferno gt) due to the fact that they always worked better on the street to begin with. i'm personally not a fan of cen and would avoid anything by them . I have a dm1 and its a nice street car, Im sure the inferno gt is as well and I would recommend ether as a far better choice.
If you want a "car" that can go offroad then you need a buggy.
