IMO the correct running temp for a .21 engine is 200-230F. You need to get it hot enough to where everything expands to the correct tolerences. Not saying 190 will hurt it though, especailly with a 50F ambient temp. that should be hot enough. If it is running well leave it.
Also you really don't want to tune only by temps. You also want to watch for smoke, preformance and sound. I do check temps to make sure it's not too hot and to make sure I am going in the right direction, but the other three factors come first.
