In Memphis, the rule was that the pullstart had to work and could be teched at any time to see if it did. If it didn't, you were disqualified. In Jackson, MS, the same rules applied due to all the engines on the approved "spec" engine list are all pullstart. However, in both places, you could use a starter box to start the car, which many racers did. So, the pullstart had better be functional and not just decoration or your raceday could be very short at those two venues.
We never had anyone DQ'ed for breaking that rule because many started their engines at least once using the pullstart to show the race director that it was functioning.
