I'm surprised there isn't anyone on any of these forums that lives in Tulsa or remotely close to Broken Arrow, OK. Someone really needs to stop by his house with the local sheriff and have a conversation with him. At the very least a civil suit should be filed in the local court. There must be some reasonable recourse people have when someone takes money and does not render services promised.
